The San Francisco Municipal Transportation Agency is holding an online public hearing via this website starting on Tuesday, February 25, 2025, at 9 a.m. and ending on Tuesday, March 11, 2025, at 11:59 p.m. The purpose of the online public hearing is to get public feedback on the below proposals.

From 2021 to 2022, the SFMTA, in partnership with Caltrans, launched a high-occupancy vehicle (HOV or carpool) lanes pilot project. The pilot area is along the Park Presidio Boulevard and Lombard Street corridors in the Richmond and Marina districts. These lanes were designed to improve conditions for transit and carpool users and make better use of limited road space to move more people.

Now, four years later, we’ve completed the Park Presidio Lombard Temporary HOV Lanes Final Evaluation Report. The report details our analysis of the lanes’ performance. It shows enhanced performance for Muni, including improved reliability and travel times and increased overall movement of people.

Based on these findings, we recommend that the HOV lanes remain in place while we are asking for a one-year extension of the pilot so we can keep working with Caltrans on environmental studies and permits. (The lanes are along State highways).

About this Online Engineering Public Hearing and Next Steps:

  • No decision will be made about the proposals while the online engineering public hearing is ongoing.
  • All correspondence will be reviewed by project staff and will be entered into the public record.
  • Comments will be considered by the SFMTA Board of Directors later this spring before a decision is made on the request for a pilot extension.
  • To keep the lanes long-term, there would be additional outreach and both the SFMTA Board of Directors and Caltrans would need to approve the request.
