James Doyle has been with working in administrative hearings in the Hearing Section of the SFMTA since 2004. From 2004 to 2018, he served as a hearing officer in matters involving parking citations, vehicle tows, ADA issues and bicycle and scooter litigation. From 2018 until March of 2020, Mr. Doyle served as acting supervisor of the Hearing Section. Currently he is the acting manager of this Section where he oversees a handful of hearing officers and their staff.
Mr. Doyle has a B.A. from Seattle University; a M.A. from Gonzaga University; a J.D. from the University of Southern California, and has more recently completed studies for a Ph.D. degree from the California Institute of Integral Studies in San Francisco. He practiced law in Seattle, Washington for 19 years before moving to San Francisco in 1995 to pursue further education. He is a member in good standing of the Washington D.C. Bar Association.
