Pursuant to the public hearing held on November 2, 2018, traffic movement 
and safety may be improved by the changes approved below. The Environmental 
Clearance for these items is noted on Order #5995.


1. ESTABLISH – NO PARKING, 12:01 AM to 6 AM, EVERY DAY
    Egbert Avenue, both sides, between Newhall Street and 
    Caltrain right-of-way (1700 block of Egbert Ave)

2. RESCIND – 30 MPH SPEED LIMIT

    Proposal to change speed limit due to new measurements of 
    prevailing speeds and special conditions.

3. ESTABLISH – BUS ZONE, 7 AM TO 9 AM, MONDAY THROUGH FRIDAY
    Rickard Street, north side, from 52 feet to 140 feet west 
    of San Bruno Avenue (88 feet long part-time bus zone)

    Proposal to establish a part-time zone for the 44 O’Shaughnessy 
    to layover in during the AM Peak, at the request of Muni to improve 
    operations.

4. ESTABLISH – STOP SIGN
    Newhall Street, northbound and southbound, at Carroll Avenue/Issleib 
    Avenue, making this intersection an all-way STOP

    Armstrong Avenue, south side, from 380 feet west of 3rd Street to

    Proposal formally legalizes current parking practice.

    Decision: Approved by City Traffic Engineer to send to SFMTA Board

6. ESTABLISH – TWO LEFT LANES MUST TURN LEFT
    7th Street, northbound, at Harrison Street

    Proposed is to establish two left lanes must run left for northbound 
    7th Street at Harrison in conjunction with the Caltrans Proposal to 
    install pedestrian countdown signals for the crosswalk across the 
    on-ramp to westbound Interstate 80.

    Board for legislation.

        Judah Street, eastbound and westbound, at 20th Avenue, making this 
        intersection an all-way STOP

        Decision: Disapproved by the City Traffic Engineer to pursue the 
        installation of flashing beacons (short-term) and traffic signals 
        (long-term) instead.#

8(b). ESTABLISH – NO LEFT TURN
        Judah Street, westbound, at 20th Avenue

        Proposal makes this intersection an all-way STOP at the request of 
        local residents and extends the westbound no left turn restriction 
        hours to improve Muni operations.

      relocating existing station on Lane at Van Dyke)*

      Decision: Approved by City Traffic Engineer for implementation.

      Public Comments: Objections made about the responsiveness of SFMTA 
      staff to bike parking proposals in other areas; no objections about 
      this particular location.

15. ESTABLISH – NO STOPPING EXCEPT BICYCLES
      ESTABLISH – BIKE SHARE STATION
      Hospital Street, west side, from 112 feet to 193 feet north of Mariposa 
      Street (74-foot bike share station with 3-feet zones on either end)*

      Decision: Approved by City Traffic Engineer for implementation; delay 
      installation until after acceptance of the street by the City.

16(a). ESTABLISH – TRAFFIC SIGNAL

16(b). RESCIND – RIGHT TURN ONLY
           27th Street, westbound, at Guerrero Street

          Decision: Hold.

          Public Comments: Substantial neighborhood objection to the new 
          traffic signal; request for speed humps and other measures to address 
          street safety issues on 27th Street.


Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA 
Decision is determined by Division II, Section 203 of the Transportation Code. 
If the City Traffic Engineer approves a parking or traffic modification, it is 
considered a Final SFMTA Decision. If a City Traffic Engineer disapproves or 
declines a parking or traffic modification, a member of the public must request 
additional review by the SFMTA of that decision which shall be conducted pursuant 
to Division II, Section 203 of the Transportation Code before the decision becomes 
a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer 
or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 
127-18. Decisions reviewable by the Board of Supervisors are denoted with a pound (#).
