San Francisco Post-K Medallion Holders and Color Schemes
Please be advised that on December 1, 2021, Taxis, Access & Mobility Services will resume enforcement of the Full-Time Driving requirement. The requirement was suspended starting on July 31, 2020 in response to the COVID-19 pandemic. Given the widespread availability of vaccines and the increasing demand for Taxis, the Taxi Division will resume enforcing the Full-Time Driving requirement.
Please recall that “Full-Time Driver” or “Full-Time Driving” means any Driver actually engaged in, or the activity comprised of (respectively) the mechanical operation and physical charge and custody of a Taxi or Ramp Taxi which is available for hire or actually hired for at least 156 four-hour shifts or 800 hours during a fiscal year. A fiscal year begins on July and ends on June 30 the following year. Fiscal year 21-22 ends on June 30, 2022.
Pursuant to §1109(c)(1), every Medallion Holder who is a natural person and who acquired their Medallion between June 6, 1978 and March 27, 2010 shall be a Full-Time Driver. The Full-Time Driving requirement applies to all Post-K Medallion Holders.
Please note that pursuant to §1109(c)(4), Medallion Holders are responsible for documenting compliance with the Full-Time Driving requirement, and failure of a Color Scheme to maintain business records, including paper waybills or Electronic Trip Data shall not excuse a Medallion Holder subject to §1109(c) from proving that they have satisfied the Full-Time Driving requirement.
Because the Full-Time Driving requirement was suspended for part of the fiscal year, the number of driving hours required to meet the Full-Time Driving Requirement is reduced by the same proportion as the ratio of the Permit Holder’s excused driving hours to the hours remaining in the calendar year. Therefore, the number of hours that Medallion Holders need to drive through June 30, 2022 is 467 hours.
