Pursuant to SFMTA Order No. 6818, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, October 25, 2024 regarding the following proposed changes. On October 30, 2024, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. 1. Geary Boulevard between 11th Avenue and 10th Avenue – Establishing a Metered Green Zone, Short-Term Parking

Per dispensary request, the green zone will help with customer pick-ups and will help minimize double parking along a high traffic corridor.

2. Columbus Avenue between Filbert Street and Powell Street – Extending the Hours of a Passenger Loading Zone

Per sponsor request this would extend the hours to match the restaurant’s extended business hours.

3. Washington Street between Powell Street and Stockton Street – Changing the Hours of a Passenger Loading Zone

Per the request of the sponsoring church, this would change the hours of an existing passenger loading zone to better meet their needs.

4. Washington Street between Taylor Street and Mason Street – Relocating a Passenger Loading Zone for Daylighting

Per state Assembly Bill 413, intersections must be daylit to provide visibility for pedestrians, therefore the white zone will be relocated to accommodate daylighting. This zone is being relocation to Mason Street by request of the Betty Ann Ong Recreation Center.

5. Powell Street between Post Street and Geary Street – Resizing a Passenger Loading Zone

This proposal is being requested by SFMTA. This proposal replaces 20 feet of an existing passenger loading zone with 20 feet of Tow-Away No Stopping Anytime, to extend the existing southbound right-turn lane on Powell Street at Geary Street. This allows more space/length for vehicles to wait in instead of in the cable car track lane, preventing additional delays and complications to cable car operations and customers. This proposal is also to support San Francisco’s No Turn on Red Downtown Expansion Project for the location of southbound Powell Street at Geary Street, which is expected to increase demand for cars waiting to turn right at times.

Public Comments: Representatives from the hotel who sponsor this zone asked for clarification on the need for the extended red zone. Staff responded that this change would help ensure that queuing vehicles do not block the cable car.
Decision: Approved by the City Traffic Engineer for implementation.


6. Ellis Street between Jones Street and Leavenworth Street – Establishing a General Loading Zone

407 Ellis Street, south side, from 21 feet to 42 feet west of Jones Street at meter stall number 403 (21-foot zone), Tenderloin, Supervisor District 5, Color Curb Program, ccp@sfmta.com.

Per a new restaurant request, the passenger loading zone will help with their business as they only offer food for pick-up and delivery.

Public Comments: The applicant spoke in support of the zone as their business only offers food pick-up and this will enable their customers to easily pickup their orders. A member of the public stated that General Loading zones are illegal and unenforceable. Staff clarified that these zones are enforceable and have been vetted by the City Attorney’s Office.
Decision: Approved by the City Traffic Engineer for implementation.


7. Sutter Street between Laguna Street and Buchanan Street – Changing the Hours of a Passenger Loading Zone

9. Church Street between 22nd Street and Hill Street – Extending a Passenger Loading Zone

Per the request of SFUSD this would extend an existing passenger loading zone at Theresa S. Mahler Early Education to better accommodate school loading needs.

Public Comments: Three emails in opposition were received by residents who were concerned by the loss of one parking space. The school stated their support via email as they currently get school buses three times a day, which take up the entire zone, leaving no room for parents who must park because they are required to escort their children into the school and sign them in.
Decision: Approved by the City Traffic Engineer for implementation.


10. Alabama Street between 18th Street and 19th Street – Extending an Existing Passenger Loading Zone

Per SAGE Veterinary's request, the existing passenger loading zone would be extended to provide additional space for client pickups and drop-offs and would help reduce double parking.

Public Comments: The veterinary clinic spoke in support of the item as it would provide additional access for people needing emergency vet services.
Decision: Approved by the City Traffic Engineer for implementation.


11. 22nd Street between Pennsylvania Avenue and Indiana Street – Extending Hours for a Passenger Loading Zone

12. Sunnydale Avenue between Hahn Street and Sawyer Street – Removing a Passenger Loading Zone

13. Cravath Street at Seven Seas Avenue – Establishing an Accessible Passenger Loading Zone

55 Cravath Street, north side, from 22 feet to 60 feet west of Seven Seas Avenue (38-foot zone), Treasure Island, Supervisor District 6, Color Curb Program, ccp@sfmta.com.

The proposed loading zone would serve a new residential building on Treasure Island that serves veterans and their families.

Public Comments: No comments were received.
Decision: Approved by the City Traffic Engineer for implementation.

General Public Comments
A member of the public urged everyone to vote and stated their support for the first amendment as it allows everyone to speak. They then asked if the transcript of the hearing was being recorded. Staff confirmed that video recording is available after the hearing but not a transcript.


Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. Decisions reviewable by the Board of Supervisors are denoted with a pound (#).
