Pursuant to SFMTA Order No. 6781, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, July 26, 2024 regarding the following proposed changes. On July 30, 2024, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. 1. El Camino Del Mar between 32nd Avenue and the Eastern Border of Lincoln Park- Establishing Disabled Parking

Public Comments: A representative from San Francisco Parks and Recreation who oversees ADA compliance spoke in support of the zone as it would provide disabled access to trails. The ADA Coordinator from the San Francisco Mayor’s Office spoke in support of the zone. A member of the public spoke in support of the zone.

Decision: Approved by the City Traffic Engineer for implementation.


2. 21st Avenue between Geary Boulevard and Clement Street – Removing Short-Term Parking and Adding Daylighting

To improve safety and per state assembly bill AB413, the SFMTA establishes red zones near intersections, called daylighting. Daylighting removes visual barriers near a crosswalk or intersection to increase the visibility of those who walk, bike, or drive prior to entering an intersection.

3. Noriega Street between 30th Avenue and 31st Avenue – Establishing a General Loading Zone

Per state assembly bill 413 intersections must be daylit to provide visibility for pedestrians and the sponsor has asked to extend their existing zone to better meet their loading needs. The adjacent yellow zone will also be shifted to accommodate these changes.


Public Comments: Staff from the restaurant sponsoring the zone spoke in support as the proposal would lengthen the existing passenger loading zone, helping to reduce double parking.

Decision: Approved by the City Traffic Engineer for implementation.


6. Sutter Street between Octavia Street and Gough Street – Relocating a Passenger Loading Zone for Daylighting

Request for commercial loading space from a business and establishing daylighting per AB413.
Public Comments: The owner of the building spoke in support of the proposed zone as it would provide designated loading space for their trucks so vehicles would not have to double park. The Policy Manager for Glide stated their concern for the proposal as it would displace residents living in their vehicles. Two members of the public also stated their opposition to the color curb as it would push out residents living in their vehicles.
 

Decision: Approved by the City Traffic Engineer for implementation.
 

General Public Comments
A member of the public voiced concern about their driveway red zone and that she had been notified by enforcement that the red curb was not enforceable. Several members of the public spoke about item number four which was pulled from the agenda. One member stated concern that the zone would create more traffic and asked if it was possible to relocate the zone. Another member of the public stated they opposed the zone. Another member of the public also stated their opposition and asked why the item had been withdrawn. They also stated that there should be a better notification system instead of just flyers.


Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18.
