Pursuant to SFMTA Order No. 6792, the San Francisco Municipal Transportation Agency held an online public hearing on Friday, August 23, 2024 regarding the following proposed changes. On August 28, 2024, the changes below have been approved or withdrawn for further evaluation. Items forwarded for implementation by directive constitute a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. 1. 3rd Avenue between Clement Street and California Street – Establishing Short-Term Parking

* Per Supervisor Chan and neighborhood merchants, this request would provide additional short-term parking for customers during the Clement Street Farmer’s Market.
* Public Comments: A representative from Supervisor Chan’s office spoke in support of the item. A member of the public asked about access in terms of street closures as well as what signage would be provided. A member of the public expressed concerns about enforcement on Sundays.
* Decision: Approved by the City Traffic Engineer for implementation.


2. California Street between Fillmore Street and Steiner Street – Converting a General Loading Zone to a Dual Use Zone and Establishing Daylighting

* Public Comments: The applicant spoke in support of the item. A member of the public expressed concerns about enforcement on Sundays.
* Decision: Item was amended to Wednesday instead of Tuesday per the request of the applicant to match business hours. Approved by the City Traffic Engineer for implementation.


4. Columbus Avenue between Broadway and Pacific Avenue – Reconfiguring a Passenger Loading Zone

* To accommodate a permanent Shared Spaces parklet on the 200 block of Columbus Avenue, the sponsor of the existing passenger loading zone, which occupies two metered parking spaces, was consulted. As a result, the loading zone was reconfigured to occupy one metered parking space with updated hours.
* Public Comments: A member of the public stated the graphic in the presentation was confusing because it did not include the parklet and stated concerns that it would be difficult to use a one parking space sized loading zone. Another member of the public expressed concerns about enforcement on Sundays and levels of usage on Sundays.
* Decision: Approved by the City Traffic Engineer for implementation.

5. Sutter Street between Kearny Street and Montgomery Street – Removing a Passenger Loading Zone and Establishing a Commercial Loading Zone

* Public Comments: A member of the public stated that the regulation should include Saturday and that the parking space should be resized.

6. Steuart Street between Mission Street and Howard Street – Changing the Hours of a Passenger Loading Zone

7. 7th Street between Minna Street and Mission Street – Establishing a General Loading Zone

* New curbside bike lane installed on 7th Street between Minna Street and Mission Street will add a floating zone for general loading serving 111 7th Street.
* Public Comments: A member of the public stated that general loading zones need to be used only in specific circumstances.
* Decision: Approved by the City Traffic Engineer for implementation.


8. Laguna Street between Birch Street and Fulton Street – Establishing a General Loading Zone

10. Divisadero Street between Oak Street and Page Street – Establishing a Passenger Loading Zone

* Public Comments: The applicant spoke in support of the item as it would provide space for dental clients who are recovering from surgery to be picked up and dropped off. A member of the public expressed concerns with the size of the zone.
* Decision: Approved by the City Traffic Engineer for implementation.

11. Cole Street between Fulton Street and Grove Street – Establishing a Commercial Loading Zone
ESTABLISH – YELLOW ZONE, COMMERCIAL LOADING, 30-MINUTE LIMIT, 7AM TO 6PM, MONDAY THROUGH FRIDAY
15 Cole Street, west side, from 116 feet to 140 feet south of Fulton Street adjacent to the driveway (24-foot zone), Haight Ashbury, Supervisor District 1, Color Curb Program, ccp@sfmta.com.
* Per sponsor's request, a commercial loading zone for pick-ups and deliveries will help increase safety and traffic flow by decreasing double parking on a sloped street.
* Public Comments: The applicant, USF, spoke in support of the zone as it will provide space for their facility trucks to load items from an off-street equipment storage room on a steep hill. A resident spoke against the zone as there is limited residential parking and there are other loading zones in the area. Another resident expressed concern with the size of the zone as the misread the legislation which was clarified by staff. A member of the public stated that they should use the driveway and give up their loading zone on Fulton if they want this new zone. It was clarified that the driveway is for a private residence and cannot be used. One email in opposition was received.
* Decision: The sponsor would like to shift the placement of the zone and this item will be brought back to a future hearing. Not approved by the City Traffic Engineer for implementation.

12. 24th Street between Castro Street and Noe Street – Relocating a Commercial Loading Zone and Short-Term Parking

* Public Comments: A member of the public asked for enrollment data for the preschool because they wanted to determine for themselves if this change should be approved.

15. Cesar Chavez Street between Mission Street and Valencia Street – Establishing a Dual Use Zone

* Per building request for commercial loading and general loading to accommodate deliveries safely.
* Public Comments: The applicant of the mixed-use building (residential and commercial) spoke in support of the zone as it would provide space for commercial deliveries as well as space for people to get dropped off and picked up as well as on-demand deliveries. A member of the public expressed concerns that construction vehicles for a neighboring project would occupy this zone and that a general loading zone was not appropriate for this location. The applicant stated that adjacent construction was being actively managed and they have construction parking.
* Decision: Approved by the City Traffic Engineer for implementation.


16. 18th Street between Connecticut Street and Missouri Street – Establishing a General Loading Zone

* Public Comments: The sponsor spoke in support of the item. Four parents of students attending this school also spoke in support. In addition, five emails in support from parents were received. A member of the public expressed support for the zone but concerns over it not being in effect in the mornings due to lack of understanding that this is only for afterschool programs.
* Decision: Approved by the City Traffic Engineer for implementation.


18. Bancroft Avenue between Ingalls Street and Jennings Street – Establishing a Commercial Loading Zone

* Per business request, this will increase access for safe loading.
* Public Comments: The sponsor spoke in support of the item as it would provide them will a safe space to unload truck deliveries as they currently must double park. A member of the public stated that the zone should be designated as 6-wheel and expressed concerns that it would be used by other commercial vehicles.
* Decision: Staff corrected the address from 1414 to 1415 Bancroft. Approved by the City Traffic Engineer for implementation.

19. Frida Kahlo Way between Judson Avenue and Cloud Circle – Changing the Hours of a Passenger Loading Zone

* Decision: Staff amended the time from 9am to 10am. Approved by the City Traffic Engineer for implementation.


20. Plymouth Avenue between Sagamore Street and Sadowa Street - Changing the Hours of a Passenger Loading Zone

* Public Comments: The school spoke in support of the proposed changes as it would better meet their pick-up and drop-off needs. A member of the public stated the days should be changed to Monday through Friday if the school operates year-round.
* Decision: Approved by the City Traffic Engineer for implementation.


22. 16th Avenue between Taraval Street and Ulloa Street - Relocating a Passenger Loading Zone

* A childcare center lost access to their existing passenger loading zone and this would relocate the zone. These two spaces revert to general parking at all other times (RPP time limits still apply) outside the 4 hours per weekday specified above.
* Public Comments: A resident expressed concerns with noticing consisting of flyers and expressed their opposition to the zone due to the loss of parking. Another resident expressed concerns with the loss of parking particularly after the loss of parking from L Taraval project. A third resident stated their opposition and also sent in an email in opposition. A member of the public stated the nearby driveway curb cut should be filled in. Two emails in opposition due to the loss of parking from residents were also received.
* Decision: This proposal was first heard at the July Color Curb Hearing as was amended to 40 feet instead of 60 feet for the August hearing after further discussion with the Supervisor’s office and adjacent businesses. Approved by the City Traffic Engineer for implementation.

23. Junipero Serra Boulevard between Stonecrest Drive and Rossmoor Drive – Establishing a School Bus Loading Zone
ESTABLISH – SCHOOL BUS ZONE, 7:30AM TO 9AM AND 2:30PM TO 6PM, MONDAY THROUGH FRIDAY
440 Junipero Serra Boulevard, west side, from 252 feet to 314 feet north of Stonecrest Drive (62-foot zone), Lakeshore, Supervisor District 7, Color Curb Program, ccp@sfmta.com.
* Per sponsor request, a school bus loading zone will allow buses to pick up and drop off students improving overall safety and traffic flow.
* Public Comments: The sponsor spoke in support of the zone as it would provide a safe pick-up and drop-off space for school buses.
* Decision: Approved by the City Traffic Engineer for implementation.


General Public Comments:
A member of the public stated that the outreach for item 22 can be much better than pole postings. Another member of the public stated that the explanation under each item should be more detailed to avoid many complaints and that there should not be sub-numbering if the address was the same. Another member of the public stated that the rules of public hearing have been changed and no public comment is being considered and that no engineer is reviewing this. They then tried to advertise a hearing they would be attending and provide their personal contact information.


Whether or not the City Traffic Engineer’s decision is considered a Final SFMTA Decision is determined by Division II, Section 203 of the Transportation Code. If the City Traffic Engineer approves a parking or traffic modification, it is considered a Final SFMTA Decision. If the City Traffic Engineer disapproves or declines a parking or traffic modification, a member of the public must request additional review by the SFMTA of that decision, which shall be conducted pursuant to Division II, Section 203 of the Transportation Code before the decision becomes a Final SFMTA Decision. Final SFMTA Decisions, whether made by the City Traffic Engineer or the SFMTA Board, can be reviewed by the Board of Supervisors pursuant to Ordinance 127-18. Decisions reviewable by the Board of Supervisors are denoted with a pound (#).
