The Muni Construction Support Services is available to support and provide services to any construction project or activity occurring on roadways with SFMTA Muni transit service. On this page you will find the following:
Muni Support for Construction Projects
To request support for your construction project that is occurring on a street on which Muni operates, please contact us with details about your project by submitting our online form. Below are the steps to obtain support.
When to request support?
When in doubt, please contact us about the details of your project. We will evaluate the nature of your project and determine if any support is required. We can also assist in recommending options to minimize impacts to Muni service. Requests must be submitted at least 10 days before the activity start date to allow for a proper review. Your project may be delayed, pending on SFMTA support availability. Due to limited resources, please submit your request earliest as possible to guarantee MTA support.
What types of support do you provide?
The six primary types of support provided are:

Inspectors - Muni inspectors support project sites that could impact the operations of our buses and trains. They assist trolley bus vehicles that have to travel “off wire.” They ensure the flow of traffic and transit service remains consistent.

Overhead Lines - To safely work near our overhead lines, we will de-energize overhead wires and perform other tasks to support construction activities.

Track Roadway Worker Protection (RWP) - To safely work near our trackway, our Track Department provides RWP flaggers to allow construction activities to occur while trains operate.

Reroute Muni Bus Line - If your project requires closing a street, we can develop a bus reroute for affected bus lines.

Bus Stop Relocations - If your project requires the use of a bus stop for construction activity or staging. We can relocate bus stops to accommodate your request.

General Consultation - If you need general advice for how to safely construct a project near Muni services, we can meet on-site and/or review your project details to devise a plan to enable your project to proceed.

Process for Requesting Muni Construction Support Services

Submit your construction project details via our online form. If known, specify which types of Muni construction services you need to support your project. If your project requires an electrical clearance, you will also need to submit "Electrical Work Plan Request". The attachment is provided below.

After submitting your project details, a new Case will be created and assigned to a member of the Muni Construction Support Services team. You will be assigned a Case # that you can use to reference your project submission.

Determine if your project requires a Special Traffic Permit (STP) from SFMTA Traffic Routing or if you can rely on requirements of the SFMTA Blue Book (link for details).

Attend the SFMTA weekly Clearance Meeting. The Clearance Meeting is held weekly on Tuesday at 10 AM at 1 So Van Ness 8th Floor. Please bring copies of the project's scope of work and proposed a traffic plan to the meeting. At the meeting, the SFMTA staff will determine if a site visit is required.

Conduct a site meeting with relevant SFMTA staff to evaluate your project and finalize the necessary support required (optional).

SFMTA will evaluate the site and request and determine the type of support that will be needed. Some sites will require a combination of MTA support (ex: Overhead crew and inspector support). Contractors can choose to use their own pole pullers to re-rack buses onto overhead lines (Please see below for more information on pole/de-pole training).

After the site requirements and Muni construction services are finalized, you will receive a confirmation email that your project is approved to proceed on the agreed-upon dates and times.

If your project requires a Muni Clearance Permit, that must be obtained before starting work. Typically the SFMTA Construction Team will submit a clearance permit on behalf of the project’s Worker in Charge. (see below for details).

A few days before your construction start date a reminder email along with the Clearance Permit # will be sent to confirm support for your project (please inform us if you need to cancel or change construction dates).

If your project requires Muni Inspector support, you will receive an email the day prior to your assigned inspector and their contact information.
Muni Clearance Permits
A Muni Clearance Permit is required anytime you are working near our trackway, subway, or overhead Muni power lines. The purpose of Muni Clearance Permits is to ensure the safety of construction workers performing work near this infrastructure and also protect the infrastructure from damage.
Clearance Permits can be obtained by submitting a Clearance Permit Application. Most projects must attend the weekly Clearance Permit Meeting held on Tuesdays at 10:00 AM at 1 South Van Ness Ave on the 8th floor. Before requesting a clearance permit, please contact us by submitting the details of your project using the online form. In addition, if your project requires an electrical clearance, please fill out the attached document attached to the right.
Worker in Charge Requirements
The WIC will oversee the safety and operation of the construction site.

Must remain at the worksite at all times
-
Personnel must not be conducting other duties at the site. Their primary duty to ensure the safety of the site.

If for any reason the WIC is required to leave the site, contractors must designate a new WIC and provide Central Control with their contact information.

If the project requires OHL support, the WIC shall identify to the OHL team as the worker in charge. Jointly they must conduct a safety meeting before de-energizing the overhead lines.

Muni Bus Stop Relocations
If your construction project requires temporarily relocating or removing a Muni Bus Stop, please submit your request using the form below. The steps to move a Muni Bus Stop are:

After submitting your bus stop relocation details, a new Case will be created and assigned to a member of the Muni Construction Support Services team. You will be assigned a Bus Stop Relocation Case # that you can use to reference your submission.

After the details of your bus stop relocation request are finalized, you will receive a confirmation email that your bus stop relocation is approved to proceed on the agreed-upon dates and times.

A few days before to your bus stop relocation start date a reminder email will be sent to confirm (please inform us if you need to cancel or change construction dates).

Before the start date of the bus stop relocation, you must ensure all requirements are met for signage, no parking, etc. Requirements for approved of Bus Stop Relocation are listed below.
Bus Stop Relocation Requirements
After obtaining approval for the bus stop relocation, the requester is responsible for completing all of the below requirements and ensuring that the requirements are maintained for the duration of the relocation.

Muni Construction Support Fees
Inspector - $153.31 / hour (Effective 7/1/24)
Overhead Line tasks - most support tasks are $7,500 per day.
Cost Estimates
Please contact us for a detailed estimate based on the details of your project.
City projects - If this is a Capital Improvement project or construction work conducted by other city agencies, we will bill the support cost towards the project code established by the Controller’s Office
Private projects - If this is construction work conducted by private contractors or does not regularly require Muni construction support, we will invoice the support costs. Invoices must be paid within 30 days of receipt.
Pole/De-Pole Training
The Muni Construction Support Services is offering Pole/De-pole training for interested contractors to use their staff for support of Muni buses when the overhead lines are de-energized. Contractors may choose to request (first come, first serve) for MTA inspector support to pole/de-pole buses, or alternatively utilize their own staff with MTA supervision.
Prerequisites
The staff must complete a traffic flagging course and have a traffic flagging certificate. Trainees do not need to be RWP certified to attend training.
Scheduling a date
Please contact Tsombe Wolfe (Tsombe.Wolfe@sfmta.com) when the next available training is. Each class can hold 6 students; it is first-come, first-serve.
Location
The class is held at Street Operation Training Center at 2500 Mariposa St. 2nd Floor, Room 213. Parking is available on the second-floor level. Please enter the parking facility on 17th St. (Between Bryant and Hampshire St). Trainees can park in any of the parking spaces marked “Street Operations."
Duration of Training
The training will begin at 7:00 AM and end by 12:00 PM. Please arrive at 7:00 am sharp. The class will begin promptly at 7:00 AM, tardiness will result in rescheduling class for another date.
What does the training consist of?
The early morning part of the training will consist of classroom material, understanding the different safety measures, and properly handling of overhead lines. The latter part will consist of field training where trainees will receive hands-on learning on how to properly pull, rack, and reattach trolley poles on the New Flyer and Electric Transit trolley coaches.
Cost
$2,416.48 per class held (up to 6 students per class).

Please bring a safety vest, glasses, hard hat, and a pair of heavy-duty gloves for the field training.
