Transit Effectiveness Project logoWelcome to the web site of the Transit Effectiveness Project (TEP)—a partnership between the San Francisco Municipal Transportation Agency (SFMTA) and the Controller's Office to increase the effectiveness of the City's public transit system. The TEP is the first comprehensive effort in over 25 years to review Muni and recommend ways to transform it into a faster, more reliable and more efficient public transit system for San Francisco. Launched in May 2006, the TEP has gathered an unprecedented level of ridership data, studied best practices from other transit systems, and conducted extensive public outreach to community stakeholders, policy makers and SFMTA employees.

What's New

The TEP has incorporated public input to create a refined set of TEP proposals known as Staff Recommendations.  A summary of recommended route changes, a new system map, individual route maps, and information about the Enhanced Plan can be found on our Staff Recommendations page.

These modified recommendations were developed based on feedback provided by SFMTA employees and members of the public who attended our Spring 2008 public workshops and community briefings, or sent us comments through the web and through the city’s 311 Customer Service Center.

The next milestone is for the staff recommendations to be considered by the SFMTA Board of Directors for approval.  This meeting will take place on September 16, 2008.

In advance of the SFMTA Board of Directors meeting, the staff recommendations will also be discussed at the following meetings:

  • Aug 6, 5:00 PM - TEP Citizens Advisory Committee (1 S. Van Ness, Rm 3074)
  • Aug 7, 5:30 PM - SFMTA CAC (1 S. Van Ness, Rm 3074)
  • Aug 12, 9:00 AM - SFMTA Board Policy/Governance Committee (1 S. Van Ness, 7th Floor)
  • Sept (TBD): TEP CAC meeting to be scheduled; check back for updates.
  • Sept 2, 9:00–11:00 AM - SFMTA Board Policy/Governance Committee (1 S. Van Ness, 7th Floor) Note: this meeting was originally scheduled for September 9.
  • Sept 4, 5:30 PM - SFMTA CAC (1 S. Van Ness, Rm 3074)
  • Sept 16, 2 PM - SFMTA Board at 2 pm (Room 400, City Hall)

These meetings are open to the public, and these venues are the opportunity for the public to offer feedback regarding the staff recommendations. Visit the TEP CAC page, TEP PAG page, and SFMTA CAC page for more information about each of these bodies and meeting details.

Following any requisite environmental assessments, approved changes could be implemented as early as July 2009.

Spring 2008 Community Meetings

From April 19th - May 17th, the TEP held 11 community meetings across the City to collect public input on draft proposals to transform Muni. At each meeting, the TEP presented strategies to improve on-time performance and reliability system wide and discussed proposed changes to routes. Over 1,200 people attended and we have since received over 3,000 comments through the web and through the City's 311 Customer Service Center. The formal public comment period on the draft TEP proposals ended June 15, 2008 to enable the project team to further refine the proposals to incorporate stakeholder input.

Muni Ridership Data Available Online

Ridership data for each weekday service bus and rail line is now available online at www.sfmta.com/tepdata. From October 2006 to June 2007, the SFMTA captured a tremendous amount of information on its bus and rail lines, including exactly where customers are boarding vehicles and how many people are riding the system throughout the day.
