Regulations For Working In San Francisco Streets (the Blue Book)
The Blue Book is a manual that has been prepared as a guide for City agencies (DPW, Muni, SFWD, DPT, Port of SF, etc.) utility crews, private contractors, and others doing work in San Francisco streets. Its main purpose is to establish rules so that work can be done safely and in a way that will cause the least possible interference with pedestrians, bicycle, transit and other vehicular traffic. In addition to the regulations in this manual, the Contractor is responsible for complying with all city, state and federal codes, rules and regulations.

The fee schedule (effective July 1, 2012) is as follows:

A new Special Traffic Permit costs $176.25 (base), plus $36.25 per permit working day (total $212.50 minimum). The minimum "two full working days" notice applies.
A renewal Special Traffic Permit costs $88.25 (base), plus $36.25 per permit working day (total $124.50 minimum). The minimum "two full working days" notice applies. The $88.25 base fee for Special Traffic Permits can only be applied to requests for which there was two full working days notice.
Applications for Special Traffic Permits (new or renewals) that are received with less than the minimum two full working days notice may still be processed and issued. In those cases, a late fee of $201.25 will be added to the cost of the Special Traffic Permit (total $413.75 minimum for a late one day permit). We discourage this practice and reserve the right not to issue the requested permit.
