The Circular Avenue Draft Traffic Calming Plan
SFMTA Staff and the community (including members of the Sunnyside Neighbors Association) reviewed the draft Circular Avenue Traffic Calming Plan at a community meeting on October 10, 2006. Attendees reached consensus that the speed hump option would be done first and that additional funding for the traffic chicane option will be sought in the future. Here is the funding/phasing plan (pdf).
Plans for each alternative/option are below:
Speed Hump Alternative: Circular Avenue between Judson and Flood Avenues (pdf)
Speed Hump Alternative: Circular Avenue between Flood Avenue and Monterey Boulevard (pdf)
Traffic Chicane Alternative: Circular Avenue between Judson and Flood Avenues
Traffic Chicane Alternative: Circular Avenue between Flood Avenue and Monterey Boulevard
Phase 1: Speed humps. In regards to placement of speed humps, residents were balloted and approved of the measures. Speed humps have been constructed between Monterey Boulevard and Hearst Avenue, between Baden Street and Flood Avenue, and between Congo Street and Staples Avenue.
Phase 2: Traffic Islands. One traffic island was constructed at the intersection of Circular and Hearst Avenues. Due to concerns about exhibition driving, the proposed chicanes have been converted into islands, similar to the one at Hearst Avenue. The island designs have been approved and funding has been allotted. Construction should begin by June 2009. Should the combination of speed humps and islands be insufficient to calm traffic, the possibility of a chicane still exists.
