The Excelsior Draft Traffic Calming Plan

The SFMTA, with significant assistance from the public, created a draft Traffic Calming Plan to address community concerns for traffic calming. A draft plan, presented at the September 9, 2006 community meeting, received general consensus and was approved by the SFMTA Board of Directors. The first phase of construction started in June 2007. Here is the funding/phasing plan (pdf) and the Final Report (pdf).
Phase 1: Speed humps. The speed humps were approved at the MTA Board on May 15, 2007. Speed humps have now been constructed with installations on Madrid Street (between Avalon and Peru Avenues and between Persia and Russia Avenues), Athens Street (between France and Italy), Moscow Street (between Excelsior and Brazil Avenues) and Lisbon Street (between Avalon and Peru Avenues) completed. The Madrid median island was cancelled due to the narrowness of the street and San Francisco Fire Department (SFFD) restrictions on the placement of islands.
Phase 2: Chokers/Gateway Treatments. The choker at Moscow Street and Excelsior Avenue has been approved internally and is awaiting construction. The bulb-out proposed for Lisbon Street at Peru Avenue will be constructed shortly after PG&E work is complete in the area (expected March 2009). Due to the narrowness of the street and SFFD restrictions, this gateway will likely be built at a comparable location on Edinburgh Street.
Phase 3: Chokers/Gateway Treatments. 6 islands were constructed at different locations around the Excelsior, particularly around Monroe and San Francisco Community schools. The bulb-outs and gateway treatments along Persia Avenue, near Dublin and Munich Streets, will be constructed as part of the repaving work scheduled for 2010.

Project Time Line

The initial Kick-off meeting occurred in October 2005. SFMTA staff and Community Working Group have developed a traffic calming scenario for the neighborhood. The attendees at the last public meeting reached a consensus on the scenario and the SFMTA Board has approved the project. Phase 1 is complete and Phases 2 and 3 should be completed in the near future.
