American Recovery and the SFMTA

On February 17, 2009, President Barack Obama signed the landmark American Recovery and Reinvestment Act (ARRA) which includes $8.4 billion for public transportation across the nation.  California is to receive $1.6 billion, and the allocation to the Bay Area is $500 million.  Of this amount, the SFMTA is to receive an initial $67 million which is being directed to “shovel-ready” capital projects designed to rehabilitate, update and renew transit vehicles, facilities and vital systems, as well as to improve customer convenience features, as part of the SFMTA’s overall focus on keeping your Muni in good operating condition and to protect your investment in it. Additionally, the California Department of Transportation (Caltrans) has designated funds for ready-to-go transportation projects that enhance quality of life in or around transportation facilities, with priority given to bicycle and pedestrian projects.  SFMTA will receive $0.9 million of the Transportation Enhancement funding for two projects.

Implementation of these important projects will create and retain jobs, thus infusing money into the economy while also reversing a trend of deferred maintenance and providing improvements for pedestrians, transit riders, bicyclists and motorists.

It is noteworthy that these federal funds are match-free; there is no requirement for matching state or local funds. Moreover, they represent a greater return of federal taxes to California which is a “donor” state, meaning that we get back less money than we pay in federal taxes.

It is anticipated that additional sources of federal funding will become available in the near future, and the SFMTA is fully prepared to compete for these funds to make improvements to all aspects of the City’s ground transportation network including: walking, bicycling, transit, parking, traffic and taxis.

Once project status has been listed as "advertised” all bid-related contracting information can be found at the website of the Office of Contract Administration.
