The SFMTA Livable Streets team is committed to enhancing safety for everyone in the Tenderloin community, whether you walk, bike, roll, or drive in the area. 
 
Our recent efforts on Larkin Street aim to decrease the likelihood of collisions that can result in serious or fatal injuries. For instance, we have daylighted parking along the corridor and lowered the speed limit to 20 miles per hour, which improves the visibility of pedestrians and cyclists to drivers. 
 
We further advanced these improvements by implementing “No Right Turn on Red” and daylighting regulations throughout the Tenderloin. 
 
Additional safety measures are planned for Larkin Street, including the installation of left turn-only lanes at three intersections, as part of an upcoming protected left turn signal project to address the history of pedestrian collisions. We will also implement a road diet between Geary and Sutter Streets and make minor roadway configuration changes, such as adding turn-calming elements and color curb modifications. Furthermore, a separate SFMTA initiative will convert painted safety zones into bulbouts on Larkin Street. 
 
Construction is anticipated to begin in August 2025, coinciding with an ongoing SFPW paving project. 
 
This emphasis on safety in the Tenderloin is part of a broader effort by the SFMTA to improve transportation system safety for the entire community. The Tenderloin is home to many schools, daycare centers, senior centers, and other vulnerable populations, and it is the densest neighborhood in San Francisco with the least amount of recreational green space. Additionally, nearly every street in the Tenderloin is included on the High-Injury Network map, which represents 12% of the city's roadways that account for 68% of serious or fatal injuries. In other parts of the neighborhood, the SFMTA has already implemented measures such as separated left turn lanes, automated speed enforcement cameras, and more. 
 
The SFMTA is eager to continue making the Tenderloin's roadways safer for all community members.

The project is scheduled to be presented at an Engineering Public Hearing on August 1, 2025. Meeting details will be posted online at least 10 days in advance on the Engineering Public Hearings webpage, and physical notices will be placed along the project corridor.

Following the hearing, the project is expected to be brought before the SFMTA Board of Directors for final approval in Fall 2025. Additional updates will be shared on the project website and through the email notification list.

Project Introduction

The Larkin Street Quick-Build Project extent is Larkin Street from Market Street on the southern end to Sutter Street on the North end, in the Tenderloin neighborhood of San Francisco. All the major streets in the Tenderloin are part of the High-Injury Network, the 12 percent of streets accounting for 68 percent of the City’s severe and fatal traffic injuries.

This Quick-Build project seeks to determine quick and effective design recommendations to improve traffic safety for those who walk, bike, take transit, and drive on the corridor. The proposed project timeline from planning/outreach to construction is eight months (May 2024 – December 2024). The project builds on the network of street safety improvements already implemented and planned for the Tenderloin Neighborhood.


What is a Quick-Build Project?

Quick-build projects are adjustable and reversible traffic safety improvements that can be installed relatively quickly. Unlike major capital projects that may take years to plan, design, bid and construct, quick-build projects are buildable within months and are intended to be evaluated and reviewed within 24 months of construction. 

 
Typical quick-build improvements can include: 
  • Road diet (i.e., remove one or two travel lanes)
  • Paint, traffic delineators, and street signs 
  • Parking and loading adjustments 
  • Traffic signal timing 
 

Existing Conditions 

The 19 Polk Bus Runs along Larkin Street from Hayes Street to Geary Boulevard, with stops at Grove Street, McAllister Street, Golden Gate Avenue, Eddy Street, and O’Farrell Street. The 31 Balboa also runs along Larkin for 1 block from Turk Street to Eddy Street, and Golden Gate Transit runs on Larkin from Market Street to McAllister Street with one outbound stop at Grove Street and Larkin Street. The posted speed limit on Larkin Street is 20 MPH, as part of an earlier community driven effort to restrict right turns on red and reduce speed limits to 20 MPH neighborhood wide. The Tenderloin is a very active and dense community with many seniors, children and residents who use modes other than driving for transportation. 


Project Evaluation 

All SFMTA quick-build projects are intended to be evaluated through our Safe Streets Evaluation Program within the initial 24 months of construction. The Safe Streets Evaluation Program will analyze the project before and after implementation to review outcomes and determine design effectiveness. Evaluations will inform near-term modifications and a longer-term design for this street.
